But that really just makes it a standardized recommendation rating form, doesn’t it? So if a school already uses a standardized rating form (many did, when I applied), what is the motivation to adopt this instead?

The PPI is not a self report measure so faking is not an issue. It is a measure that would be used in conjunction with letters of recommendation.
